Campbell County Woman Says Trooper Sexually Assaulted Her During Traffic Stop, Then Pulling Her Over Three Hours Later

JACKSBORO - A Campbell County woman said a trooper put his hands down her underwear and groped her during a traffic stop before pulling her over just three hours later, saying, "We have to stop meeting like this."

According to a lawsuit filed Jan. 26 in Campbell County Circuit Court, Patricia Aileen Wilson said Tennessee Highway Patrol Trooper Isaiah Lloyd pulled her over for not wearing a seat belt on Aug. 16, 2017. Wilson said in the suit that she was dressed in tight-fitting clothing that she wears as a janitor.

Wilson claimed that Lloyd asked her to get out of her car on the side of Interstate 75 in Campbell County and asked her to lift up her shirt and camisole. He then allegedly felt around her waistline, putting his hands down in her underwear and touching her buttock and pubic area. Wilson said she didn't stop Lloyd because he is a police officer, and that she was afraid of what he might do to her if she made her objections known.

The lawsuit stated Lloyd then gave her a ticket for not wearing a seat belt and she continued to work. Three hours later, Wilson said she saw Lloyd make a u-turn to pull her over again. This time, Wilson had her 3- and 8-year-old children in the car.

Lloyd allegedly said, "We have to stop meeting like this," and told her he wouldn't ticket her for having tinted windows. According to the lawsuit, Lloyd then asked her where she was headed, and Wilson told him she was driving to her children's father's house and then back to her own.

Lloyd was accused of "extreme and outrageous conduct" in the lawsuit, which levies nine claims against him including assault and battery; intentional inflection of emotional distress; and false arrest and imprisonment. Wilson demanded a trial with jury and wants $100,000 in damages, plus court costs. She said Lloyd's alleged actions have caused her severe mental and emotion distress, humiliation, distrust of law enforcement and loss of the enjoyment of life.

In response to the lawsuit, THP said it has put Lloyd on desk duty pending the result of an internal review. Those findings will be turned over to the District Attorney's office.
