Man Arrested After Exposing Himself To Students At Vol Hall
The Knoxville Police Department said it allegedly happened just before 3 a.m. in the 1500 block of White Avenue at Vol Hall. The officer said he saw Virgus Massengill, 29, walking west on White Avenue, stopping "several times to look inside of the residence hall." According to the arrest report, Massengill then crossed the street to a bus stop, pulled his pants down and began masturbating.
The KPD officer said he arrested Massengill after watching him continue to do this as students walked into Vol Hall.
Massengill was charged with public indecency and is in jail on a $500 bond. He was arraigned on Friday and will be back in court for a preliminary hearing on May 3.
